What’s being built, before it’s for sale

Every building starts as an application to a city — for a rezoning, a site plan, a permit. Those files are public, and they say what is coming to a street a year or two before anyone is selling it. This page tracks them by address.

How to read an application

A zoning by-law amendment asks for something the site is not currently allowed — usually height or density. An official plan amendment asks to change what the land is designated for at all, which is slower and less certain. Site plan approval comes after those and settles the details: setbacks, landscaping, where the loading dock goes. A building with only a site plan application on file is close; one with an official plan amendment is years away and may never happen. What is asked for is rarely what gets built.
